Total Property Management information
Blackburn Diocesan Board of Education began Total Property Management Service for its schools in 2002. This service was expanded initially in 2005 to cover all the dioceses in the North West and then again in 2008 to include us here in York. Now, however, it is operated by DBE Services our joint trading company.
Total Property Management provides a one-stop total overview package to deal with all the legal and servicing requirements relating to your school buildings. It also provides through consultants, a way of checking that work has been satisfactorily carried out. In addition it provides a single telephone number which can be used at any time 24 hours a day, 365 days a year to request an emergency service.
The scheme is able to provide everything schools need but is totally flexible as schools can simply choose which services they require. In order to make it absolutely clear what services are being provided, the school’s consultant will meet with the Headteacher/relevant Governors to complete the request form and only when that is returned to us will you be committed to those services.
As well as helping to free Headteachers from the constant day to day management of the building and to provide Governors with the most up to date information about their statutory requirements for servicing, its other major aim is to save schools money which can then be spent on other things within the school community. In order to make the costings absolutely clear, we provide both an average cost per school depending on size. The experience of almost all those who have joined the scheme since its inception in 2002 is that they have saved money over their previous servicing contracts, in some cases quite substantially. As the Board of Education and DBE Services are not for profit organisations, any surplus generated is simply ploughed back into our work with schools.
Unlike many schemes there are no long-term commitments, you can quite simply sign up for a year. The scheme is available to all schools, Voluntary Aided, Voluntary Controlled and Community: Primary and Secondary. In addition to providing an overall comprehensive package we are also happy if schools simply want to take certain items and have other services provided through contractors they manage themselves or through other agencies. This can be particularly useful where schools have entered into long term contracts for certain aspects but would like to take the benefits of the TPM scheme without having to wait until they can take the full package.
